‘I like you.’ can be
  1. 좋아요.
  2. 좋아해요.
However, When you say ‘He likes you.’ (Somebody else, not about you)
Then, It is
  1. 좋아해요.

Someone else likes it - 좋아해요. (can be plural)

-해요 is used when you describe someone else. ex) 싶어요 vs 싶어해요
